They are allowed to hang out in the main library all day, mostly. Please keep in mind that it's not just a matter of image. Many of them have mental problems and act quite disrputively and cause problems for other patrons. Some are violent. I worked for several years in a part of town that's touristy but also has the largest homeless population in the city.
