How is a Library different from limewire or other file sharing programs?

I am a complete supporter of Library’s, but I was wondering, does giving Library’s federal support exempt them from copyright?

Libraries lend physical objects, after they purchase them. If you check out a book, you have a physical object. It cannot be loaned to another person until you return it. With digital copies, millions of people can copy and download one file at the same time.
