like if it’s to the city public library will they just take it out of your tax refund?? the reason I am asking is I borrowed books about 10 years ago, and found out that my friend never returned them when I moved..Now I am back and working in the city where the books were borrowed and would like to use the library..I called and they said my card is still active and have no books checked out..so either my friend is lying which I doubt lol or it possible went into collections???
libraries cannot touch your tax return. they don’t even know weather or not you file.
just go forward and take some books out and then return them. if nothing happens then i would assume your friend was just joking.
DO NOT ASK THE LIBRARY TO CHECK ON THE OLD BOOKS. if they find that you owe them they will bill you and you can go from there. if it would have gone into collections you would have heard about it before now. THAT’S HOW THEY MAKE THEIR MONEY, by collecting old debts.

Most libraries eventually just write them off if they aren’t able to get the books back. Realize that libraries mostly run on a very tight budget and lost or stolen books means that less materials are available for patrons.
Some libraries have brought charges for theft for unreturned library books. This is fairly unusual but can happen.
They can’t take it out of your tax refund.
Why don’t you just go in and make a donation, tell them you had some books out years ago and would like to make up for it.

Call the library back, don’t give them your name, and ask what their policies on that are.
If it went to collections then you would have received a letter and/or phone calls. They would find you through your ssn for a current address/phone number.
Maybe the books were returned, your friends mother or other family member…who knows.
