I need some books that I can’t find them. Some years ago I typed some books which were supposed to be transferred on CDs for student’s use in U.S.A libraries. I want to know is there a bibrary which gives such a service to public through internet.

This service, provided by OCLC, allows Interloan of materials from libraries across the nation. The catch of the service is: we’re not MAILING it you. Dirty secret: If we mail stuff between libraries, we can take advantage of special "library rates" in the USPS that makes it cost effective to send a book from Boise to Tallahasse or whatever.
If you’re talking ONLINE READABLE books… it’s coming soon. Google as an e-Books project, and you can also try looking up Project Gutenburg (http://www.gutenberg.org/), amongst many.
Unlikely. Libraries in universities usually provide services to their staff and registered students only (and in some cases, registered external members). You will need to be a staff or student or registered member of the library to borrow books from it.
Also, books rarely come on CDs; they are usually available in print or online format (e-books).
If you need a particular book (ask a Librarian for help first), go to your regular library and ask the staff to get it for you through inter-library loan. Most big libraries have inter-library loan facilities.
