Who or what committee or group decides what books to ban from school libraries?

All of the universities in the city have private libraries. The library at the University of Pennsylvania is excellent, as is the one at Temple. You could try those.

Why do they let libraries hand out copyrighted books for free?

But not let you download a book for free? Say they have the book at a library and in addition to lending it out for free they let you download it. Libraries are paid for by tax payers, if they let people download it would be cheaper and we would save on trees.

Why Schools and Libraries dont’ care to lend out stuff to Illegals who can be deported?

If they’re deported, all their materials will be lost. Moreover, some illegals have sudden problems and they have to leave immediately and may not return the stuff.
